Central Government Budget Balance Recorded a Deficit of 16.65 Billion TL in November
In November, the central government's budget balance recorded a deficit of 16.65 billion TL. According to the statement from the Ministry of Treasury and Finance, the central government’s non-interest balance recorded a surplus of 129.7 billion TL in the same month.
The statement noted: "In November 2024, central government budget expenditures amounted to 956.1 billion TL, budget revenues were 939.5 billion TL, and the budget deficit was 16.6 billion TL. Additionally, non-interest budget expenditures stood at 809.8 billion TL, and the non-interest surplus was 129.7 billion TL.
While the central government budget provided a surplus of 75 billion 627 million TL in November 2023, it recorded a deficit of 16 billion 646 million TL in November 2024. The non-interest surplus was 170 billion 235 million TL in November 2023, whereas it was 129 billion 652 million TL in November 2024.
As of November, the central government budget expenditures amounted to 956 billion 105 million TL. Interest expenditures were 146 billion 298 million TL, while expenditures excluding interest totaled 809 billion 808 million TL.
For 2024, a budget allocation of 11 trillion 89 billion 37 million TL was forecasted for central government expenditures, with 956 billion 105 million TL spent in November. In the same month of the previous year, expenditures were 671 billion 183 million TL.
Budget expenditures in November increased by 42.5% compared to the same month last year. The realization rate of expenditures against budget allocations was 12% in 2023 and 8.6% in 2024.
Expenditures excluding interest increased by 40.5% compared to the same month last year, reaching 809 billion 808 million TL. The realization rate of these expenditures against budget allocations was 11.7% in 2023 and 8.2% in 2024.
As of November, central government budget revenues totaled 939 billion 460 million TL. Tax revenues were 819 billion 446 million TL, while general budget non-tax revenues amounted to 97 billion 701 million TL.
In November 2023, budget revenues were 746 billion 810 million TL, which increased by 25.8% to 939 billion 460 million TL in the same month of 2024. According to budget estimates, the realization rate of budget revenues for November was 15.1% in 2023 and 11.1% in 2024.
In November 2024, tax revenue collections increased by 22.6% compared to the same month last year, reaching 819 billion 446 million TL. The realization rate of tax revenues against budget estimates was 15.7% in 2023 and 11.1% in 2024.
During the January-November 2024 period, central government budget expenditures amounted to 9 trillion 70.2 billion TL, budget revenues were 7 trillion 793.3 billion TL, and the budget deficit was 1 trillion 276.9 billion TL. Additionally, non-interest budget expenditures totaled 7 trillion 875 billion TL, while the non-interest deficit was 81.7 billion TL.
The central government budget recorded a deficit of 532 billion 436 million TL during the January-November 2023 period, whereas a deficit of 1 trillion 276 billion 935 million TL was observed during the January-November 2024 period. In the January-November 2023 period, a non-interest surplus of 99 billion 846 million TL was achieved, while a non-interest deficit of 81 billion 733 million TL was recorded in the January-November 2024 period.
